Honda accord when idles throttle seems to pulse, idles fast then slow, is this an expensive fix can I do it myself?

Should not be an expensive fix.
Check coolant level.
Check IAC and Fast Idle Thermo Valve and coolant hoses to them. Ensure the coolant hoses are not clogged.
Check idling speed. Too high idling speed can cause surging.

Sounds like a coolant temp sensor is out of range and is only about $25 to fix usually happens if car has overheated and coolant temp sensor fails which it generally does every time a honda is overheated.
