Hot air bows when I take off oil fill cap

Hi there, my 1992 Accord blows purges hot air out of the valve cover continuously (pretty hard) which could blow off the oil fill cap if I just place it on there. Could a bad fuel regulator be the issue? Do you guys have any experience with these symptoms? Cars also misfires at 3000-4000 RPM. After new plugs and wires.

That's what is known as blowby and indicates the condition of piston rings cylinder sealing ability. You have worn rings and the air of firing compression escapes to crankcase past worn rings and exits out oil cap (when removed) do a cylinder compression test to verify worn cylinders/rings.
