Ok so I can only turn on my brights on my car, I replaced the head light switch and it does the same thing. Whats going on?

Maybe it's the dimmer switch.

I will have to check that this is actually for my dad. So where is the dimmer switch located?

It's part of multi switch on columbn. Does it click? Red/black wire is low light green/black is high.
