1992 Ford Tempo Engine diag help needed

Once the engine gets warm and you above 15 mph the engine will rev itself while shifting. Once your under 15 mph the engine will return to idle. The more I step into the throttle the more it rev. I was thinking a vacuum leak but it doesn't rev up all the time. The car was in a flood a few years back and everything is original except the IAC

is a flooded car so it may be a module causing problem try cleaning throttle plate on both sides an diac hole with choke cleaner. check for a vacuum leak.

I didn't think of the throttle body. I found a throttle position sensor for 24 bucks so I ordered that just in case. I checks for a vacuum leak but could find anything obvious. I did find a wet spot on the Intake gasket.
