one of the lifters is flat

I have a 92 tempo and was wondering if i could replace just one lifter or if i have to replace all 8 and it has the 4 cylinder

You can do just one, but i recommend that all are done as a set, this way you are sure not to have to do all that work again if another lifter acts up, remember that they are all the same age and have done the same work, so if 1 is acting up, others may not be far away.
