Can't set my timing to factory specs

I set the timing to 10 degrees btdc and my van has no power and I can't even drive it when I put the advance pin back in it retards it even more instead of advancing it, so I set the timing higher and I am able to drive it but the van runs rough once in a while and the idle will go up and down.

I would have the cat converter checked. It may be clogged.

The timing chain may be bad as well retarding the valve timing. Did you check the fuel pressure?

Yes I did check the fuel pressure and I did change the fuel pump, I also disconnected the exhaust and tried setting the timing and it didn't change anything.I replaced the computer, plugs, wires, tps, pick up, idle air and checked for vacuum leaks, cap and rotor

That only leaves the timing chain. Do a compression test to see how the motor is doing.
