oil gauge jumps from high to low

My 1992 crown vic oil gauge jumps from high to low. When the car is warm it stays on normal but when one presses the gas it drops to low. The car will sputter and once in a while a little white smock will come out, any ideas what i need to do?

probably a gauge/signal issue but you can mechanically test oil pressure for accurate reading.
