1992 Dodge Stealth Bought Car About Week Ago They ECM Tcu Bad Both Modules

Bought the car about a week ago they said the ecm and the tcu was bad. I bought both modules for it stuck them in and car turns over and tries to start. I pulled the fuel line off the sending unit to see if it was pumping fuel. There was nothing can hear fuel pump running but no fuel. But as soon as you try to crank engine over it will pump some fuel. My question is when the fuel pump is running should it be pumping fuel even if the engine isn't turning over? Car has me puzzled at this point. I relay i seen online at the console does click when you are trying to start it. They said it clicks when its working rite. Any help with this i can get will help out alot. thanks

you need a fuel pump. it has failed

start there and put the old ecm in.
