1992 Dodge Shadow ES 2.5

Heater fan and blower are working. What I can't figure out is why I am getting cold air (with just a hint of heat at the back, if that makes sense) at floor level, and constant air to the defrost vents with the setting at floor only. I think the circulation door at floor level is not closing, but I am not sure what to do to resolve this issue; any help?

Check for a disconnected or leaking vacuum hose between the engine and firewall. The mode doors are operated with vacuum motors. When a problem develops with the vacuum supply, the doors are spring-loaded to go to the defrost position for safety reasons. Your feet will freeze but you'll have a clear windshield.

If the air is cold, feel the radiator and heater hoses. They should be too hot to hold onto for very long.
