Do I need a new starter?

Another question on my 1992 Dodge Dakota, 3.9L with 271,000 miles. When it's cold outside, my starter seems to not engage properly when the ignition key is turned. I hear a spinning down there, but no turning over the motor. Then I turn the key again and it works. Do I need a new starter? Could this be the reason I have to replace the cartridge fuse for the ignition fairly regularly?
Thank you.
