Other than the diesel trucks, you will never solve a running problem on a Chrysler product by replacing the fuel filter. A plugged filter will cause a loss of fuel volume, not pressure, at least not directly. The largest volume flows during coasting. With a plugged filter, or more commonly a plugged pickup screen in the tank, the engine will run best at higher speeds and when accelerating.
Based on the starting momentarily, it suggests there is spark and dave's big backyard! Would could be right about a dead fuel pump, but to be safe, check for spark first while a helper cranks the engine. If it is missing, suspect the camshaft position sensor, crankshaft position sensor, or Hall Effect switch, depending on which engine you have. If pulses are missing from one of those sensors, the Engine Computer will not know the engine is rotating so it will not turn on the automatic shutdown (ASD) relay and the fuel pump relay. The ASD relay sends voltage to the ignition coil, injectors, alternator field, and oxygen sensor heaters.
