When you turn the key on, lights start flashing (Dash lights and stereo and emergency flashers) and no power to the fuel pump. But there is power to the fuel pump relay. The car does turn over, but because of no fuel will not start. It does have fire to spark plugs. Where could I find this short?

This doesn't sound like a short. Does the vehicle have a factory alarm system?

Yes it has one. Everything is working now (I pulled the alarm fuse) , but the fuel pump is still not working.

If the alarm has disabled the vehicle, I believe the fuel pump is what gets shut down. I assume you checked the fuse for the pump, correct?
