1992 Chevrolet S 10 Heater Blower Truck Working Found That Relay

The heater blower in my truck is not working, and i found the problem to be that the relay is not receiving power to turn on the blower, i powered the relay from an outside 12v source and the blower came on. I can't seem to figure out why the relay isn't receiving power to activate the blower

check fuses as it has both key on power and battery power. is all the speeds working with the bypass
