My 1992 Chevy Camaro RS overheats. The fan only comes on when the air conditioner is on. What could be the problem?

If it comes on with the air, that proves the circuit is fine and the PCM has control. I suspect there is nothing wrong. The fan isn't programmed to come on until 223 degrees.
