1992 Chevrolet Blazer starting

engine Is V6 with CPI, have to put gas into throttle body to start engine, once I put a little gas in the throttle body the engine starts right away...on rare occasions the engine will hesitate when I stop at a light or sign and then try to move again, but seems to run fine otherwise.
I replaced the fuel filter but problem continues.

check fuel pressure, should be 54-64 psi

checked fuel pressure 44 to 48 PSI

not enough and is probably reason truck isn't starting.
