i need help on how to fix a stiff break pedal

the pedal is stiff all the time.i have fixed and replaced the power booster and the power sterring pump and the calipers and wheel cylinders.still seems to be the same after all was done.

Check the vacuum hose to the power booster and ensure you have sufficient vacuum for operating the booster.

Ensure the pedal to booster rod adjustment is correct.

no vacumn its hydrolic and there are no adjustments to linkage.
