the dash says my vehicle is ovrheating but the car is running at normal operating temp on a 1992 seville sts how can i change the dash

What determines that it is at normal temp? The question is, who is correct. For instance, if a thermostat is stuck closed, senses may not detect an overheat but it will happen. Give some specifics on how it was determined that the vehicle is not overheating.
