(52 calpak or e.c.m. problem) is this part replaceable or does it have to be done at the dealership??

GM was one of the innovators of the need to go back to the dealership for replacement computers that had to be programmed by them, but they didn't start that customer-unfriendly business practice until 2002 on some of their trucks.
