im trying to fix the rack and pinion on a 1992 buick park ave. the boots were both split so im replacing them. are the boots suppose to be full of fluid? i dont see any seals on either side

Nope. Replace the entire rack assembly. The seals that are leaking are not available separately.

if you cant see a seal then must be an o-ring? there shouldn't be any fluid in boot. it's just a dirt/rust repelling cover really.
