1991 Volkswagen Jetta Headlights Very Dim Brights Fine Replaced Lamps Checked

Headlights are very dim. Brights are fine. Replaced lamps, checked fuses, no luck. Alternator and battery are fairly new but thought they probably could be checked to rule them out. Any other possibilities of problem would be good to know.

check the voltage at the connector for low beams. should be 12 volts.

check the ground side as well. you may have bad grounds cuasing low candlepower.
