1991 Toyota Van proportioning valve or Combination valve

i just perched a 1991 Toyota liteAce Van and am having trouble with the brakes, it is the Brake proportioning valve or the Brake Combination valve i don't know what they call it in the Toyota, but it is letting brake fluid pass threw it so the brakes are spongy and i can't get a good hard brake pedal, so my question is what is the difference between a Brake proportioning valve and a Brake Combination valve?

the proportioning valve is just that the combo valve also has a metering valve for front brakes the pro valve doesn't. you have a combo but bleed your brakes or you have a bad master cylinder.
