sputtering when I press the gas pedal

Hi my manual 1991 toyota tercel Especially when going up hills it feels like the car is not getting enough power?

When I press the gas pedal the car sputters and goes but I have to press the gas harder to get it to go.

I feel like the full power is not coming out as it should. I bought the car 11,000 miles ago in November 2011. This just recently started happening.

CEL light on? could be fuel pressure or ignition faults or any number of things. reading codes might help. when was last spark plug change?
