The car not starting we change the spark plugs and wires distrubutor and cap and I dont know if the timing is off.

What happened to make you change parts? Do you have spark and fuel pressure?

On a twin cam engine should the exhaust cam alternate before the firing cam? And we took out the distributor to change a blown gasket and I think we threw the timing off if the timing is off will the car still crank up and come on?

No we did not mess with the belt I think it was a exhaust gasket could u put the distrubutor back in wrong and it would stop the car from coming on and throwing off the timing

Yes it could. But usually it backfires/kicks back when this happens.
