1991 Toyota Celica A/C Not Working

I just purchased a 1991 Toyota Celica but the A/C doesn't work. Air comes out but it's just not cold. I've heard it couldd be very low Freon levels or the A/C just not being charged. I was wondering what the problem could be and what would be the easiest or cheapest fix? Thanks!

Yes, it could be that or about 2 dozen other things. Someone needs to put gauges on the system and analyze the high and low pressure readings while noting pipe temps to determine what may be going on in the system.
