1991 Toyota 4runner Wipers Needle Check Battery Down Way Keeps Burning Fuel Pump

When I use the wipers the needle the check the battery go to down all the way and he keeps burning the fuel pump I went from Oregon to Redding California and came back and I had the problem with the wipers from Oregon on the way to reading on the way there I replace the battery in the alternator now is that it to burn the fuel pump the mechanic who is working on it things if he has a short.
Could that be the fuse back that is bad?
Please tell me what should I check.

Will not be a fuse, the mechanic is on the correct path, he will have to locate the short.
