1991 Toyota 4Runner tappet noise

Tappet are making a little noise. I have checked the valve clearance. All clearances are inside the clearance specifications that I have. Are these specs. correct? Ezhaust: .008 - .013 Intake: .007 - .011? If so, could the Tappets be bad and can the Tappets be tested? Also if the clearances are too tight will it make a similar noise

see pic for correct clearances. with your mileage no sense testing tappets, throw them away and get new ones but check for worn cam lobes which would have edges on lobes and not smooth.
