drives forward but in rev and neutral wont move backward

Have a 1991 sedan not even when towed backward front wheels lockup, Brought car used it mainly freeway driving had car about a week. Work mate told me auto was repaired just over 12 mths ago when I was driving down freeway suddenly car surged and slowed for about 5-10 seconds then seemed perfect. After work it would not move backward had to tow it with front wheels locked also when selecting 1st car feels under powered?

Have the brakes inspected, sounds like its locking up, could be a caliper piston frozen.
