Why does my front wheels lock when in park but my rear wheels dont if it was awd shouldnt rear wheels lock too

The front wheels are driven directly from the transmission but the rears are powered by a transfer case and viscous clutches. The transmission has the parking pawl, the transfer case doesn't.
