1991 Nissan 240sx Speedometer Works Sometime Other Occasionally Bounce Around

The Speedometer works sometime and other not at all, occasionally it bounce around or spikes to max... is this a speed sensor problem and how do I CHECK BEFORE BUYING A $100 PART.

A scan should give a fault code, i would be fairly confident that it is a sensor problem.
