1991 Mercury Capri Car Does Spark Plugs Replaced Following Fuses Distributor

The car does not have any spark from the plugs
I have replaced all of the following all fuses,
Distributor the whole unit, spark plugs, timing belt, coil pack,ignition switch, spark plug wires, battery, distributor cap, rotor button,and all fuses in the engine fuse box. I get power from the coil pack and the distributor does rotate.
I don't know what to do next?

on the coil, do you have 12 volts on the positive side??? the negative side should pulse 12 volts while cranking.
