1991 Mazda b2600 compressor clutch not engageing

the clutch on the compressor wont engage. I can jump the compressor . I don't think it has any pressure on it.the fuse under dash is good the blower works. what else can I check? also is enviro-safe R134a a replacement for R-12 ? and do I have to dump R-12 and blow out and dry ? to change over

The R12 will have to be recovered with a machine, you can't open a line to atmosphere. The oil in the compressor will have to be replaced, a new receiver drier fitted and reto fit R134a charge ports, the exact weight of refrigerant will have to be added, do not guess as to much or not enough will cause the system to shut down due to pressure problems.
