Vibrations while Braking

I have terrible vibrations while braking at high speeds with my 1991 Mazda 626. They seem to be coming from the front wheels. Pads, rotors are all brand new, made no difference. Wheels are balanced well.

Is the vibration felt in the steering wheel or brake paddle
in the steering wheel
check inner and outer tie rods
recheck rotors
check bearings
in the paddle
check rear brakes

Yes meant front bearing but since the vibration is not in the steering ,give the rear brake a look and check if out a round
