we have replaced the mater cyclinder, rear drums & shoes, bleed the entire system and still cannot build up the brake pedal to spec's

Did you bench-bleed the master cylinder before installing it? Was it new or used? Are the rear shoes adjusted properly? Check the parking brake cables to see if one is stuck in the partially-applied position. That will prevent you from adjusting the shoes correctly.
