Checked wiring but could not find short?

I own a 1991 Jeep Comanche with 4.0L HO engine. My panel lights went out (keep blowing the 5 amp fuse) and I can not find the reason why (i.e., short, etc.). I pulled the instrument panel out and check it. I also checked the wiring around the fuse box, but I couldn't locate the problem.

Whatever the 5amp fuse powers there's a short circuit in it -find out what that fuse powers-could be a wiring or components blowing the fuse
