My car, is running but does not have power, it can run until 75 mph when the road is flat but when try to climb it loose a lot of power, checked obd and showed code 12 (no tach signal to ECM) do I need to change the ECM or what can I do?

I would first check the basics the fuel filter seems like a good place to start and would clear that code to see if it returns.

I change the fuel filter, wires set and spark plugs as well rotor and cap, reset the code but it still blinking code 12
?? When I start running is very very slow specially if is claiming, and is very hard to find the computer for this car

It still sounds like a fuel problem to me so if you could hook up a fuel pressure gauge and drive it to make sure your fuel pressure stays above 30psi.
