What to look in a 1991 Honda CRX that is in a garage for over 10 years and need some repair?

Is tranny auto or manual?

Do tires hold air? Is there bad dry rot?

How is the oil level? (definitely do an oil change ASAP)

You may run into problems such as belts being dry rotted, pulley bearings failing (alternator, idler pulley, etc.), bad gas, rotted gas and/or brake lines, the fins on water pump being disintegrated (thus unable to cool the engine)... and this might be the start.

Does car run?

Pull plugs and squirt a little oil into each cylinder and let sit, as it is a boxer engine, rings tend freeze on the lower surface, SLOWLEY turn engine over by hand 2 or 3 revolutions do not crank as you can break a ring if they are sticky, when turning, drop oil and filter, check coolant and run engine, you will need to check over the car carefully for other problems as mentioned.
