Fuse problem?

I have a 5-speed Honda. It doesn't want to start right away. The gauge cluster, seat belt, turn signals, and window wont work. Can you tell me how to fix it?

Check all the fuses first.

If the dash indicators intermittently do not come on when ignition is turned on, the ignition switch is bad resulting in the problems described.
