why is my gas gauge on empty

ive replaced fuel pump and thought may be float was stuck but its not needle sitll on empty replaced pump agai thinking i might got on with a bad sending unit but it's still the same gauge on empty

Recheck the sending unit -could be the gauge itself or the wiring
