'91 ford tempo, four cyl, fuel injected, fuel tank full, new spark plugs, fire at plug wires, after attempting to start inspected plugs and they appear dry.

You would need to rent a fuel pressure gauge and on your fuel line going up to your injector's there should be a place to screw the gauge on. Then you would crank the car over for about 5 second's and see what the pressure gauge read.I would also get a noid light and plug it in where your injector goes crank it over and see if the light pulse's while cranking it over. Then you know if you have injector pulse. Have you checked all the fuse's also?
