1991 Ford F-250 Radiator filler neck

2 inch Radiator filler neck has two outlet holes between radiator cap and main body of the radiator. Top hole 1/4 inch hose is connected to coolant overflow tank. Bottom hole, about 1/2 inch below the top hole isn't connected to anything?? When radiator is hot radiator fluid pours out of bottm hole and onto everything beneath. This can't be right, can it?

no it can't be right does this have a diesel in it? if this has no hose connection to go to it, then go to an auto parts and get a nipple then clamp it in place you should be ok with that then.
