Of course it's a scam. You must look at ALL products which claim to increase fuel economy as a scam.
Think about it this way:
Manufacturers spend billions every single year on research and development in order to make more power and save more gas with their engines. If there was something so simple, don't you think Ford, Chevy, Chrysler would install it and market it to death?
The best way to save gas is to keep your engine/trans/car in tip top condition. Something that is EXTREMELY important, but many people fail to do, is change the engine oil, transmission fluid when they're supposed to. And after 100K miles, if you change the oil every 2000 miles and tranny fluid once a year, your car will last several hundred thousand miles.
And also lube the suspension and keep the brakes/rotors and tires in good condition because as these wear, they increase gas mileage.
