My OBD scanner says everything is ok?

So my timing ck was a visual on the timing mark on the OHC straight up & inline with the notch in the top of the head & the ninth tooth of the crank timing gear lined up with the VR sensor perfectly, cylinder 1 at TDC on the compression stroke failed the emissions pre test HC's PPM is 283 @ 15 mph & 251 ppm @ 25 mph & the NO's are 1156 ppm @ 15 mph &937 ppm @ 25 mph I filled the tank with premium & added octane boost was this a bad thing as I usualy run regular?
