1991 Ford E Series Van This California Emissions Van Smog Test Failed 15mph 25

This is a California emissions van. Smog test failed the 15mph and 25 mph {nox} levels. Repaired vacuum leak to egr and passed one , yet failed to reach 1025 , had a 1099, on the other. What can I do to drop this other number enough to pass?

make sure the egr is working. otherwise you may need to replace the cat converters.

by the way, i assume you mean NOX readings??????
