bad ignition

my 1991 ford van will not turn over when you try to start it wth the ignition switch , when you turn the key to start it will not spring back , the van will turn over when you cross the silenoid , does this mean i have a bad ignition switch if so what do i need to do?

is it the switch or the lock cylinder

Try the ignition cylinder lock 1st and then the switch either way you have to go in and investigate
