1991 Dodge Ramcharger 4wd 5 2 New Exide Battery Holds Charge Wont Turn Over

4wd, 5.2, new exide battery, holds charge, wont turn over, key in ignition switch will free spin around but locks at accessory, and start. Truck will turn over with key first time every time, when hooked up to jumper cables. Could this be the ignition/key cylinder? or something else?

if hooked up to jumper and will turn over it's some type of battery /connection problem. have the battery tested even if new it still could be bad. it cold also be a bad ignition switch.
