Why is it getting stuck in first?

1991 Dodge Dynasty been sitting for three years now, the owner gave up on it because it kept getting stuck in first. I'm wondering do it just need transmission fluid or will i need a whole transmission.

Yes sir it seemed half way not really sure, it might just need, some more but if that's not the problem what else could it be?
