engine troubles

1991 dodge intrepid put, in new starter and still makes high pitch noise when cranking over, and seems to be turning over very slowly,even with all the spark plugs removed.

Can you fix the model, engine size, and year? There where no Intrepids in '91. There was no 2.0L engine until '95 and never in an Intrepid. The 2.0L is a 4 cylinder, not a 6. The starters were different between these years, and Intrepids used different starters than the Dodge 600. I want to have the correct starter system in mind when thinking about the problem.

Do you have access to an inexpensive digital voltmeter? If so, measure battery voltage before and during engine cranking, then holler back with your findings.
