setting hotter or colder it starts flashing arrows?

The fan blows / the doors change from defrost to dash vents to floor but when I try to change the temp setting hotter or colder it starts flashing arrows all the way across the temp setting and stays until I shut the power off when I turn it back on everything looks normal

if this is automatic temp control, I think the HVAC control has gone out.

Yep, this means the temperature blend door actuator has gone out, here is the location so you can change it out to help fix the problem. Check out the images (below). Let us know if you need anything else.
