Is there any way to reset a onboard computer that keeps flashing a CODE 12?

Could you tell me how to check to see if TERMINAL B is shorted to ground? Thank You.

Get a DVOM and insert the pos. lead on it to the B terminal and black lead to ground-any reading indicates its shorted out-
