I have a 91' cadillic seville and my drivers side door opens only from the inside? what do i need to do to get it to open from the outside too?

You'll have to remove the door panel and inspect the door handle from the inside and determine whether the handle itself is broken or the linkage has come undone.

you will see the linkage has the clip from the handle on it.
